SAPD ESK NOT IN USE

If I'm reading the following statment correctly "The ESK (EDACS System Key) has not been in use for 3 months as of 12/22/2004" that is posted in the RR Datebase under the San Antonio Directory for freq.'s is it possible for a digital scanner such as the Pro-96 to track the SAPD assuming that this ESK is not in use.
