SAPD vehicles

This may not be the place to post this question if not please let me know, I have noticed while driving around SA that several SAPD vehicles have only two small antennas on the top rear. These appear, to me at least, to be 700-mhz antenna's. The ones seen today were near the I10-Huebner area. Would this indicate the there is a transition to 700-mhz??

One is for the CAD laptop and the other could vary. Some SAPD vehicles have mobile radios but most don't. The officers just run their handheld.
