Whoever put that together did some oversimplification. I understand that such a presentation doesn't need to be too techie for line personnel, but some of the resulting statements were inaccurate.

For one thing, having trunking and talkgroups does not mean that all 3 agencies will be able to talk on a single frequency at the same time. On the other hand, there was a reference to "Tier 2" radios. Did they mean Phase 2? (If so, bad news for scanner listeners.)

Tier 2 is a term that some vendors use to breakdown their radio models.

One example might be:
Tier 1 no display (or no keypad), no digital or encryption available
Tier 2 basic keypad and display or encryption extra or digital optional
Tier 3 full keypad and display or encryption included or digital included

For the Saratoga system, tier 2 probably means XTS2500 (for portables) and XTL2500 (for mobiles) since they are a Motorola system.

I assume then tier and model are interchangeable in this case
model 1 = tier 1
tier 2 = model 2
model 3 = tier 3

And some systems set up tiers as this-
Tier 1 Public Safety Interop/Mutual Aid
Tier 2 Public Safety
Tier 3 Public Works etc

Orrrr
Tier 1 County Public Safety
Tier 2 Municipal Public Safetly
Tier 3 Public Works Type Agencies etc....

With certian model radios on maybe 1 Tier, others on 2 Tiers, and yet others on all 3

Motorola defines not in tiers for radio models but actual models.. Model 1's are basic radios, Model 2's have limited special functions. Model 3's are your full function with keypad etc...

Examle XTS2500 Model I, Model II, and Model III

But the way that PDF explians it does seem to make one think that they will be capable of P-25 Phase 2???

I don't see anything in that file that leads me to believe it will be phase 2.
The reference to "tier 2" is the model of radio (it's in the section regarding providing radios per vehicle).
The description of multiple users per "frequency" is just an overly simplified, and somewhat inaccurate, description of trunking. If you took the diagram literally, it could not be phase 2 as it shows THREE users on one frequency.
