can some one tell me if the freqencies i listed below
are unencrypted or encrypted

866.0125 156.7 pl co8
866.5125 156.7 pl co9
867.0125 156.7 pl co10

It'd be more helpful if you tell us what agency you are trying to scan. I took a quick look in the database and didn't even see those frequencies listed. Where did you get them? What agency?

Those look like 800mhz ITAC freqs. and NO they are not going to be encrypted.

i found them in the rr database
look under
rr mobile/rr database/united states/nebraska/common shared/
nebraska 800 mhz mutual aid

and thank you for your help.

Ok, now I know what you are talking about. There are two tables there for NE Mutual Aid. The top is the old frequencies used before rebanding. The other table lists the rebanded frequencies and I have picked up traffic in the form of CW ID on 851.30000

Now whether someone else is using the old frequencies I have no idea.

As for your original question, as far as I can tell, the broadcast is in the clear with no encryption. I say this, because as I indicated above, I have picked up CW ID.

Douglas County is using both sets of frequencies, Icalls and Itacs. They have set up temporary repeaters for the non rebanded frequencies. They will remove them once the rebanding process is completed.
