If you wish to listen to all RCMP traffic in your area, monitor VHF. You will hear all traffic, including communications between the detachment and the Regina Control Centre. Here is a full list of the RCMP VHF repeater and simplex channels used in Saskatchewan:
1. 155.430 (R)
2. 155.580 (R)
3 155.700 (R)
4 155.640 (R)
5 156.030 (R)
6. 155.610 (R)
7. 155.340 (R)
8. 156.240 (R)
9 155.670 (S)
10. 155.460 (S)
11. 155.310 (S)
12. 156.240 (S)
Depending on your location, one or more frequencies will be active. If you're travelling through the province, plug in all twelve frequencies and just keep scanning.
Now, if you have a second scanner or another bank in your scanner, then you can also listen to them on the Fleetnet. Depending on your location, you may hear other detachments in communication with Regina Control. You will only hear communications between Regina and the detachments, however, as the Fleetnet is only active when the VHF repeaters are linked to Regina.
So, in my opinion, the priority would be to monitor VHF first, and Fleetnet second.
The question was asked about Highway Patrol. If you're referring to the RCMP Highway Patrol, you'll find them on the same VHF frequencies as regular detachment operations. If you're referring to Highway Transport Patrol, which is a provincial agency enforcing trucking regulations (such as weight restrictions, etc.), then you'll find them on Fleetnet TG 701, if I'm not mistaken.
