SAT Fire Training?

So it looks like some kind of Fire/Rescue training event is going on at the north end of Runway 21(which has been closed for weeks) at San Antonio International Airport. They have sections of fuselage and what looks like a complete plane(burnt out) set up on the runway, along with a large set of metal bleachers set up for an audience. Down Bitters Rd a bit at the Blossom Athletic Center, they have a large registration tent and also some Fire/EMS command center trailers set up, and this morning, there were 100+ cars there.

I assume they're doing some kind of training, at least from what I have heard on the Aviation talkgroups(when in analog) on the Simulcast Gold system; I've heard announcements for personnel not to respond to the events being broadcasted on 1-J, followed by a tone out and "emergency" situation description on 1-D. I also picked up a talkgroup not listed, 828, which sounds like it's being used as a tac channel for the event there.

Just heard another "emergency" as I'm typing, helicopter crashed at the end of the runway and XXXXX pounds of fuel is burning, this was broadcasted on talkgroup 001.

I would just like to hear from someone in the know what this is all about, looks and sounds pretty interesting, and is pretty large in size, people wise.
