I was scanning around just now, and found some intresting freqs. They appear to be in a section of the UHF low band allotted to the federal government. I can distictly hear two data channels which I assume are control channels for a trunked system, because I also hear bursts of the same sound heard on control channels, followed by what sounds like static and then more of the first noise.

I've never come accross a digital system, but this must be what they sound like. If anyone else is in the Savannah, GA area, maybe you can help me to at least pick out the frequencies, and tell what kind of system it is. If it is indeed a digital system, I guess knowing who it was wouldn't really make any difference, would it?

407.200
407.250
408.150
409.150

If there was any analog voice, it would be a snap to tell whether or not it was the USSS, since it seems they always use a PL tone of 103.5 Hz.

From your description it sounds like digital voice. Then again, the static sound you mention could be D.E.S. encryption. It's difficult to offer a good answer without hearing the signal.

D.E.S. will have a split second sound of a "bleep" and then will sound like white noise. Digital voice will sound similar to a data control channel of a T.R.S.

Didn't F.L.E.T.C. just change over to a digital system?

Most likely the system for Hunter AAF and Fort Stewart.
If you got a control channel only scanner it will
give you the frequencies automatically.
I mean automatically by when the frequencies show up
with a signal present and yes it's a digital system.
FLETC is a VHF system not UHF.

I didn't think about Hunter that might be what it is... I'm pretty sure it's not Ft. Stewart. I have never been able to get anything from there in the past.

My scanner's a pro 95, so if it's a Motorola Type II sytem, it'll switch to the right frequency by just listening to the control channel. It works for the Chatam County TRS, but it's not doing on this one, so I don't guess it's a Motorola system.

The system you are hearing is the Fort Stewart/Hunter TRS. It is a 3600 baud Motorola SmartZone system using P25. It is not encrypted, so any of the P25 scanners will track and decode it. 407.375 is the control channel for the Hunter site and 407.200 is the control channel for the Richmond Hill site. There is info on it on this website (you have to look for it under Liberty County) and I post on it on the ScanSavannah yahoo group from time to time.

Hope this Helps,
