What makes you believe everything is encrypted? I monitor hundreds of talk groups in the tri-county area (Charleston, Berkeley, and Dorchester), and I've only run across a couple of encrypted talk groups. If someone told you everything is encrypted, they are mistaken. Happy monitoring!
