STARCOM21 Site-on-Wheels 292 is online at Gateway Raceway (World Wide Technology Raceway in Madison IL) in the metro east for the NASCAR Illinois 300 this weekend.
Appears to be allowing only talkgroups ITTF Incident 1, 2, 3, 4 and IESMA 1 at this time.

RIDs include 820xx, Madison (City) Police, Madison County EMA

MedStar EMS is on-scene but appear to be using 301/359. They are using "Event 1" and "Common 1". Assuming these are St Clair County talkgroups.

The raceway is on the border of St Clair and Madison County, about about 5 miles from St Louis.
Most radio traffic appears to be staying on site 359 (St Clair County) and off of 301 (Madison County Simulcast).

Madison County only has 5 voice channels (although it does go into phase 2 mode at times, but have never seen any phase 2 talkgroups actually being used), and can often get overloaded (No Voice Channels available) and causes talkgroups to be denied.

Some EMA units were having problems with certain talkgroups not being allowed, a couple Glen Carbon PD units were getting "Site Trunking" messages earlier too.

Madison County site 301 is showing the 3 channels marked as control channels to all be neighbors, and showing the site as ISOLATED.

Any reason why the ISP Z2 SOW would be using this freq?

Right. I noticed that as soon as I try to monitoring The Voice channel on its own. They are still using it as primary voice Channel although they've added a second one on now. I would think they would be having problems, but I'm not sure. Also remember we are in Zone 3 down here, not sure why there is a Zone 2 sow here

Did anyone catch the conventional 700-800mhz frequency they were using for the Med Carts?

I figured it would have been a Madison City trunked channel but it appeared to be conventional.
