Appears to be allowing only talkgroups ITTF Incident 1, 2, 3, 4 and IESMA 1 at this time.

The raceway is on the border of St Clair and Madison County, about about 5 miles from St Louis.
Most radio traffic appears to be staying on site 359 (St Clair County) and off of 301 (Madison County Simulcast).
Madison County only has 5 voice channels (although it does go into phase 2 mode at times, but have never seen any phase 2 talkgroups actually being used), and can often get overloaded (No Voice Channels available) and causes talkgroups to be denied.
Some EMA units were having problems with certain talkgroups not being allowed, a couple Glen Carbon PD units were getting "Site Trunking" messages earlier too.
Madison County site 301 is showing the 3 channels marked as control channels to all be neighbors, and showing the site as ISOLATED.
