Scan CB Freq's on PRO94??

Greetings!

am curious as to why my pro94 won't allow me to program the frequency's for citizen band. Is there a way to modify the radio so I can scan those frequency's?

PRO 94 Specifications:

Frequency Coverage: 29 - 54 MHz ...

CB frequency range is 26.960 - 27.410 MHz.

All above are correct, but why not just get a nice & cheap HT CB from Rat Shack so can transmit too.
