I am looking for a scanner that can work well and is reasonably priced with the system in Lancaster County PA. I know PD is encrypted but I want to scan Fire/EMS everything I want to scan is open.

Any help would be appreciated

Any P25 capable scanner will work for Lancaster County.
The Whistler & Uniden products are probably your best bet.
Study the following page..

The FDMA radios listed will work just fine, But you may want to consider the more advanced features of the TDMA capable radios, Particularly if you ever want to listen to neighboring systems.. Chester/Berks/York Counties are P25 Phase II , Plus The PASTARNet system. And who knows if Lancaster will one day upgrade to a Phase II system?. Obviously The SDS100/200 are currently the best performing scanner on the market, But they come with the price tag to match. :) So base your descision on what you can afford.. I would recommend the BCD436 handheld or BCD536 Mobile/Base depending on your preferred choice to get started, but there are cheaper options as well.

You can get a good idea on pricing compatable scanners by reviewing this linked page.. (y)

Good Luck!
