scan list problem

when downloading frequencies off RR I am able to program everything but am not able to assign a scan list channel number? I am using Windows Vista Home premium.has anyone had this problem, or have any ideas as to whats going on?

Win500 suggest the user to set a scanlist just prior to import.However after import, open Win500 and in TSYS tab go to lower TGRP section and highlight talgroup(s) for scanlist assignment. Then at right side of dialog, select desired scanlist(s). Save and send to scanner.
