I'm speaking for what i know using a BC796D.

When in search mode, it will pick up ALL talkgroups, whether you programmed or alpha tagged them. If you have not programmed or tagged anything in a system, it is the ONLY way to listen to that system.

I leave mine in search mode most often. When listening to a particular service, I lock out other banks, switch to scan, lock out unwanted talkgroups by group, then I can listen only to those talkgroups which I am interested at the moment.

Scan is where you set the scanner to only scan through frequencies and talkgroups that you have already programmed while search allows it to scan through frequencies and talkgroups that have not been entered, allowing you to find new frequencies.

Exactly. Scan goes through the Talkgroups you have programed in and ignores any others that it recieves. Search does just what it says, it searches and recieves all talkgroups. Search is good to use on newer systems that are bringing new users (and talkgroups on) and also to run every once in a while to see if you pick anything new up. Scan mode can help a lot if you only want to listen to the police then you can only program in the police where with search you would still get fire, ems, and anything else that is on the system.
