ScanCat is generally considered to be junk. If ScanCat is the only software which can program your scanner, you are better off programming by hand. For software to program a PSR-500, look here.

Though I have never used it, I have never heard anything good about Scancat.

I have used it and actually own a copy, and I can say it is a piece of junk, don't waste your money on it.
