Scanned Frequency

I'm in Strafford County and keep hearing communications on 453.150. They seem to be using NH Police 10 codes but I'm not sure what agency it is. I've check all adjacent counties to Strafford in NH, ME and even MA just in case but nothing in the database is listed as using this frequency. Any ideas?

Just for kicks I did a yahoo search and it might be possible it is NH DOT but I could be wrong. Here is the link I found it on.
