Look up IFX (intermediate frequency exchange) in the scanner manual. If that doesn't make the signal go away, it's not a birdie, but an actual signal.

Func+7 is IF exchange and will switch one of the oscillators to another frequency.

Birdie is an interference from the oscillilators in the scanner, could also be from a switching power device for the display or something similar. If it affects your scanning and IFX doesn't help you just give that frequency a permanent lockout when you encounter it.

Birdies will be present at the same signal strength when you disconnect the antenna, which is another way to determine if it's actually a birdie or an external signal.
