Scanner Help

[SKEET]

I dont know if this is the right place to post,but i need some help with my new pro-106,does anyone around the middle river area of Md.know how to program this thing ????? Im at a loss on how to do it,and I got rid of the v-file for this area by accident,and I dont have the software or cable to do it on the pc
