scanner help

is there a scanner that scans frequencies but has lic and id numbers with antenna code as can not find anything or would it be a pc program application

I haven't heard of any kind of radio that can do that,much less a scanner.

SO NO SCANNER HAS THIS but would it be a ip connect software that scans radio frequ must be some thing out there that has access with lic numbers and antenna codes and id numbers as this is what it will take to listen to the poice again

Mate, if you are thinking you can crack the encryption thats used, I strongly believe you are kidding yourself
