Scanner Law, Ham Info

I am currently living in a dorm at college, and i do not currently have a ham radio licenses, is it illegal for me to have a scanner in the dorm? you can have it at your house, but wouldnt living in a dorm classify as renting an living space? Second were around Vincennes Indiana can i get a Ham Radio licenses?

The way it reads you should be fine that is where you live and it says you can have it in your home or work you just cant carry it around with you or have it in a car
