Scanner Will Not Stay On Set Channel

Any ideas why my scanner is doing this?? I set my scanner on "HOLD" on a certain channel/frequency and it stays there for about five minutes then it just jumps to another channel. It has never done this before this week. I had to re-program it, because frequencies changed for my area. It also is cutting off, I can only hear one half of the transmission. The reply always gets cut off. So I have two problems I need help with.

1. My scanner will not stay on it's set channel, keeps jumping around

2. It is choppy, short and it cuts off before I can hear the reply from dispatch or other party.

I have a Uniden 396XT

Check to see if you have any priorities set - frequency priorities, weather priorities, or close call.

Priority Channels

If I recall I set multiple Priority Channels when I was in FreeSCAN reprogramming the other day. Is that bad? Should I not "Check" priority on more than one?

Any priorities that are active (even 1) will cause some sort of interruption in the scanning/listening process.
