Scanner Wont Pick Up Previously downloaded frequencies.

I have a scanner that was pre-programmed per radioreference Database ( Public Safety Cayman Islands ) it used to work great until a few weeks ago. the strange thing is when i go to search mode i see the same frequencies come up and hear the transmission when searching but cant hear nothing that was preprogrammed again. what may have changed with the motorola system that would be different from what was preprogrammed, again they pop up as the same exact as in number and decimal ???

Thanks For that , just curious why does it not lock on to the control channels when searching ?

Did they change the type of system, say from P-25 Type 1 (FDMA) to Type 2 (TDMA), or some other type of digital system?

I have whistler 1088 scanner and a back up Uniden Bearcat scanner, the Bearcat scanner was programmed manually with frequencies used by Cayman Islands Public Safety including the control channel, worked good for years until now. doesn't stop on any of the frequencies programmed in and no transmissions detected. the whistler 1088 was pre-programmed per radioreference Database and worked great until now also. as stated previously when i go to spectrum search mode i see the same frequencies come up and hear the transmission when searching but cant hear nothing that was preprogrammed, again the frequencies that I lock on to all match the frequencies that are being used and that were programmed previously. something changed but what that is I don't know. what could have changed on the other side that frequencies remain the same but no transmission detected when scanning. could the RX mode DG mode SQ mode have been changed
previous system was ( Motorola Type II SmartZone )( Analog and APCO-25 Common Air Interface ) yes the whole system may have changed but if it did why the frequencies apparently remain the same, and if I do reprogram manually what would be different now ? I always have had scanners and always figured out the many changes over the years but this one has me for now . Hurricane Season long way off but hope I can fix / figure out by then, always had scanner as part of my hurricane kit . THANKS
