scanner won't play voice

I have a psr-400 and it is programmed for trunking and most places work but when it comes to local police it comes up with the talkgroup etc when they are talking, but no voice just sounds like a chainsaw going every time they talk, what am I doing wrong? please help thank you

You don't say which system it is, but it sounds like they may be encrypted. In that case you won't be able to hear them.

The PSR400 is an analog scanner.
Chainsaw noise means the talkgroup is DIGITAL. You need a digital scanner to hear them, unless they have encrypted the talkgroup also, as mentioned above, in which case, NO scanner will decode the encryption.

these would be my local police but only receive the buzzing
the ems and hospitals come in fine on the same trunk system

OPP on fleetnet Is digital and generally is not encrypted. MOH(ems) is analog.
