Va is quiet

I can empathis with the good folks in Rockingham County, VA. While our local pd and fd switched to 800 EDACS some time ago, folks were livid and upset. Now, they are switching over to the county digital system which really has folks in an uproar. I have always maintained that if the local officials don't want the public to be in the know they switch to something folks can't monitor--makes me ask what they have to hide...

is that true that they could reverse it to make a scanner? I thought they could not do it at all since it is also digital encrypted. Their is a big demand to listen to PV systems.

Even if it was/is possible, it wouldn't be legal.

Encrypion = illegal to produce and own a scanner that could decode such transmissions

Well,
ProVoice itself is not "Encrypted" Its a form of digital voice modulation called GMSK. Motorola digital systems use a completely different IMBE/C4FM modulation They can if they want however, enable encryption on top of GMSK and it would be completely impossible to monitor. If you absolutely have to monitor, a used 7100ip, Jaguar or LPE-200 provoice radio off of ebay might work. Just set it to "unencrypted" on the voice modulation. It would be a tad more than a digital scanner. :)

As a scanner listener you or those in the areas wanting to change systems should get involved as taxpayers and fight moves to systems that can't be scanned or that will be encrypted. If the masses don't know whats happening when a new systems being put in place and allow them to put in unmonitorable systems they can only blame themselves.

As reported by the Daily News-Record, the switch to the EDACS ProVoice system in Rockingham County is leaving scanner listeners out in the cold.
