I live in Charleston WV , I think the police, fire are going to narrow band . Would a BC125AT or BCT15X be a good scanner for a beginner to pickup muncipalitys. I am new to scanners ,thanks for your help.

Unfortunately Kanawha County, West Virginia (WV) has a lot of Agencies using the WVSIRN P25 Network. This is NOT a simple case of Narrowband. P25 is digital. There is no "Beginner" scanner. You are going to have to consider a $400-500 digital scanner. The BC125AT or BCT15X are not digital. The http://wiki.radioreference.com/index.php/Home_Patrol is plug and play. http://wiki.radioreference.com/index.php/BCD996XT and http://wiki.radioreference.com/index.php/BCD396XT are good choices.
