Scanning 2 banks at once

I have a Bearcat 296D. I have Baltimore County in bank 1 and Baltimore City in bank 2. I thought I could keep both banks selected and listen to them simultaneously. I am in Baltimore City at my office and I get the city fine and the county fine. But I select both and the city only comes up it never switches to Baltimore County. Am I doing something wrong?

On the digital scanners both banks (or all banks) CAN be open for scanning. However, only one bank will be scanned at one time. When there is no activity on that one bank, the scanner will jump to the next open bank.
