Are there any scanners on the market that can act like a fire pager? i.e. decode the tones and only open squelch on the desired station code?

Not yet (at least not without aftermarket boards), BUT, there may be one on the horizon...

The operation of that particular feature hasn't been confirmed yet, but it's highly likely it will work as you want.
