unauthorized listening is always questionable...
I know the RCMP in BC will give you a really hard time about it.

I'm sure if any officer pulled you over anywhere they would grill you for reasons as to why you are monitoring police, fire or ems. Unless you had affiliation with the media, or local authorities. As for scanning itself I don't think its technically illegal anywhere in Canada as long as you don't disclose what you hear in the public safety bands.

Ive been packing mine around for years and have been pulled over with it. As long as you turn it off when talking with the officer they will never question it.

I have been packing scanners in my trucks for as many years as I have been driving and never had a problem. When I go through checkstops or happen to get pulled over I just turn the radio off and there is never any questions asked. I do the same when I am crossing the Can/US border.

May have a problem with Digital Scanners. I am still not clear on the status of them, ie: licence required or not? If one is not profiting from using a scanner or doing anything illegal, shouldn't be a problem. IC does state the radio spectrum is public [meaning every one has the right to hear what is transmitted], but they also state that the privacy of the users must be ensured. Thus, no repeating what is heard on the scanners. You might want to search IC data base to see if they have anything specific about scanners illegal in Saskatchewan. Do do that RAC had an article about an IC Truck Stop operation in BC where a number of transceivers were confiscated because the Truckers where not licenced to use them; they were using amateur radios modified to transmit out of amateur frequencies; or were operating on other licenced frequencies without a licence. Haven't heard of any such operation in other Provinces. However, should not that the fines for these illegal operations were in the $10,000 range.

Thanks for the reply, the portable scanner is a digital one.

I have been in the BC-Vancover area before from the USA with my scanner and I have never had any promblems with having one I think I talked to a cop once about the scanner but that was many years ago, he did not care At the boarder crossing in Blaine thye have never said anything sometimes they ask about my radios and stuff but never had any promblems..

I have not been in SK since I got into scanning, other than flying over it at 30,000+ ft. I have taken my scanner to Ontario, Newfoundland, Tennessee, and British Columbia, all without a hint of concern. This includes being checked at security for Customs and for CATSA/TSA screening at airports. I know that's not what you asked, but it possibly talks to the situation as best as I can.
The most important thing in all my experiences, I think, is going through Newfoundland. There, they have a law about using cell phones in cars, which is about the closest you can come to the issue of operating a scanner in a vehicle. I had two scanners going and a laptop - before you give me grief, it was all on "autopilot" while I was in motion. Neither the RNC nor the RCMP gave me a first glance, let alone a second glance. Of course, I was being inconspicuous, and focusing on my driving, which is the reason behind a cellphone ban in a vehicle.

It might be worthwhile to check out the Queen's Printer of the Government of Saskatchewan. http://www.qp.gov.sk.ca/index.cfm?fuseaction=publications.details&p=12208 is the Traffic Safety Act. Not sure if it will contain what you need, but it should get you started, at least.

As per the latest Harteq scanner book that I saw, Manitoba is the only province that has a law against using a scanner in a car.

I am sorry Jay 911 it will not happen again ! I just did a Google search and found what may have been an old out of date pdf file at Ind. Canada . Sorry for clouding OK .
