Scanning individual city buses

Do anyone know how to go about receiving individual city bus transmissions from dispatch.
I can receive transmissions from (supervisors to dispatch), and (dispatch to supervisors) and the (garage transmissions).
I have all of the control frequencies and the MECA II frequencies and the four talk group IDs.
What can I do to receive (dispatch to single buses) and (Single buses to dispatch). I can receive all calls to all of buses. Can someone solve this puzzle?

MECA II is a little vague. If it's a 9600 system, you can't receive I-calls, which is what it sounds like they are using.

Bus monitoring

I don't know what city you are in-or state,but in Colorado,Transfort/Dial-a-ride,uses digital text transmissions, (cell phone)to give the drivers the manifest,to an "MDT".
Arrival times etc are all gps time stamped,and the driver is pushing buttons.The only voice(apco 25,9600) is done only when needed.
Supervisors use a channel that is not picked up by the drivers,to pass on sensitive stuff.
What agency are you monitoring?
