Not sure what you mean by the default list, but whatever list is in the scanner can be deleted only through the software on my two radios. Build your new list in the Whistler EZ Scan software and upload it to the radio and whatever was in the radio will be replaced by the new code plug.
As to your second question, it can depend if you are listening to analog or digital. The problem with P25 digital is simulcast, but it looks like Blackford County is on the Indiana SAFE-T system. I would try an import using the County choice first and then possibly by city if you aren't satisfied.
