Scanning OPP with AR8200 Mk3

Having an issue picking up waterloo county OPP can anyone help with the frequency using scanner AR8200 mk3.
I have tried scanning through 141.0000 to 145.0000 and using my phone app as a guide for when it is broadcasting with no luck.

Not sure if someone can help. Trying to get OPP on my scanner AR8200 Mk3 can not find frequency am I missing something?

I do not understand the talk about bell net. Is this what I need or is it not finding the frequency.

Fleetnet is a trunked radio system, which requires a digital trunking scanner to properly follow OPP. The AR8200 is neither a digital or trunking capable radio so Fleetnet won't be an option. What you can do is enter the vehicular repeater frequencies that mciupa listed. If there are any cruisers somewhat near your immediate area you'll be able to pick up some activity.
