Scanning Trunked Frequencies

I posted this question in the Minnesota posting area but upon a rethought I think I will get more responses here in the general area. Don't know how to delete the Minnesota post. I basically have a non-trunking scanner. A simple question: I programmed some local 800 Mhz trunked frequencies into my scanner and all I get when the squelch breaks is a buzzing sound. Is this what should happen? Is it possible to receive or scan just the core frequencies like those mentioned in the ARMAR listing using my scanner? I realize I would not hear both sides. Perhaps a stupid question but how else will I learn?
