According to the Schenectady Gazette, the existing VHF channels will become P25 digital "within a month" as of 3 days ago.

The FCC database shows no signs of license modifications for the new emission mode, so unless something is being processed that hasn't shown up yet, SPD will be operating outside the parameters of their license.

I think your "Forensic Scannist" skills need a tune up, Dave.

Both frequencies are already licensed for 8K10F1E emissions, which is P25 voice.

I didn't realize that those modes were already there. The most recent modifications were changes of contact info in 2009. I didn't look at the mode lists. Ooops.

I like this paragraph...

"He could also see a scenario where dispatchers send offi cers to a home where there is known to be a scanner. That dispatch could be encrypted, meaning it couldn’t be heard on a normal civilian digital scanner."

Yeah I was thinking the same thing when I read it.

Beware of those "friendly" inquiries and surveys about scanner use.

What's the status of this upgrade? It hasn't happened yet. Anyone hearing anything about it?

Over the weekend I heard several P-25 burst on my scanner from 155.640 ... I had my Pro-97 with me so no P-25 capability. I will have my Pro-106 with me for awhile to see what I hear. I know the last time they attempted to switch over to P-25 , 155.64 had a major problem with the digital system and they had to dispatch on 155.19 for awhile until radio repair figured out the problem.

Thanks for the quick reply Mark. I've got the Pro-97 as well but I also just picked up a Home Patrol.

I figured they were doing some switching and were having problems when I looked at my radio and saw 900 units on SCSO, haha.

Spoke to SPD today and as far as they know they wont be switching to digital anytime soon. They are concerned that the surrounding agencies will not be able to monitor them and are waiting until the UCC is open before making the digital jump. The officers can use P-25 on the portables and that what I was hearing this weekend. Dispatch sees the ANI display for the portable but doesn't hear the transmission.
So as for now the P-25 switch appears to be on hold. But having a P-25 scanner may produce some hits when officers are using it amongst themselves.

A quick update:

On Tuesday 5-13-14 I logged in P25 traffic on 155.190 MHz. It was full scale on my BCD396XT in Latham. NAC showing was 293. The transmissions were very quick so I can't confirm if encryption was being used. Today (5-14-14) had regular analog traffic on 155.190 with the CTCSS tone of 110.9 Hz. This seems to line up with previous loggings of P25 traffic on 155.700 MHz., also with a NAC of 293. Those transmissions were encrypted.

If I had to guess, as the completion of the UCC gets closer, they will be doing more testing of the P25 equipment. And, if I had a dollar to bet, once the UCC goes online, so will SPD's P25 equipment (and my guess, probably full time encryption).

Kevin - Good news is that Schenectady PD admin has decided not to go P-25 encrypted due to the fact that other local agencies can not monitor them and they want other agencies to be able to hear them because of the amount of crazy calls they get. See my earlier post in this thread.
All the police cars in the county were given new P-25 (with encryption) radios but they are extra radios and not always on in the police cars and admin wants officers to be able to monitor and respond ASAP to mutual aid calls. The radios also have 3 settings , one being analog, two being P-25 and three being P-25 encrypted so officers have to figure out what setting is which etc - not complicated but in an emergency response it can be.
SPD dispatchers, at this time, can not go P-25 or encrypted so what you heard may have been car/car activity. The officers use P-25 as a way of sort of going private since they think it cant be monitored because dispatch cant hear them. They will often go to Ops 1 or Ops 2 encrypted since they are new unpublished simplex frequencies and they are pretty much full time encrypted.
The UCC officially goes online Monday 5/19 with Glenville dispatch being the first to move in. During the week Niskayuna will follow. Once its up and running you will hear many changes starting with Glenville, Scotia, Niskayuna and Rotterdam all sharing the same dispatcher , VIA cross patching the 800 and VHF frequencies they all use separately. Schenectady and the Sheriff will also be sharing the same dispatcher and will be using the same frequency (poss county 1). Keep an ear out this week for some possible interesting changes in the frequency use.
Remember the UCC is just starting tomorrow and the ideas I am mentioning are what is being proposed so it may change. We can start a new thread for the UCC activity if needed.
