Is it possible for a Uniden scanner to handle old school "scrambled" analogue transmissions?
I don't think any Uniden scanners can decode the single inversion (donald duck sounding) scrambling, if that is what you mean. I have an AOR8000 scanner with the single inversion descrambler chip that will do the job and I think the AOR8200 will do the same if you can buy one with the descrambler chip installed. Ramsey electronics sells a manual that you can build your own with readilly available parts except for one item which you can purchase on their website.

Voice inversion *might* be a gray area since it is technically just inverted modulation.

As was mentioned, other manufacturers had VI boards.

Decryption is definitely illegal without authorization.
