Scrambled Voice on 460.025. Who?

As I'm typing this, hearing someone -- can only hear one side -- talking on 460.025 using a scrambler. Signal is noisy, but audio level of voice varies very little, and though I can't hear who he (or she) is talking to, every time the person quits talking there is what appears to be a squelch tail.

Don't know if this is local -- I'm near Fresno -- or skip/groundwave from somewhere. Any ideas on what/who it is?


Fresno Police, Fresno Sheriff, & Clovis Police use the freq., but this is definitely not strong enough to be any of them in my opinion

It might be DOJ/BNE guys. Is there a PL tone?

Like kma371 says, it's probably DOJ/BNE, especially if the scrambling is analog-inversion.

460.025 is UHF CLEMARS (when simplex, it is designated CLEMARS 4 or Gold 4).

According to the CLEMARS rules, it can be used anywhere in the state, with or without CTCSS, and for any "official" law enforcement purpose.

Can't order pizza, though. That isn't official enough.

kma371: I didn't even think about seeing if the 785D would find a PL But noisy as it was, it might not've been able to do so.

Haven't heard the scrambled transmissions since a few hours after my original post about it.

Scrambling/Encrytion is not allowed on any Clemars channels, so someone does not get it :roll:

Maybe for normal people but the state DOJ knows the state OES (overseers of CLEMARS, calcord, etc ) very, very well.
