Scratch-type of sound after key-up

I have a question, and am new to this forum., but can't find where to begin a new post. I used to live in Texas, used to listen to a scanner, and have been wanting to find out what the scratch-type of sound is after key-up, before the officers spoke?

One of the County systems around here does it. Funny thing, it has been doing it since they were on VHF in the Plan A days back in the '70s, I really don't understand why it would still be making it on the Safe-T system. I always wondered if it was an identifier burst, sounds like a kind of bird screech or maybe a wooden chair leg scooting on a hard floor...always annoyed the heck out of me. None of the other systems I can hear do it, nor did any back in the VHF analog days.
