As of this morning I am hearing what sounds like Oceanside and San Diego CHP transmitting on the RCS on LE north command. I am in east county so I do not always hear stuff on the north but I heard it this morning. Are they now going to be on the RCS as well?

Bill-

I heard that as well. It was a Failure to Yield (ie. pursuit). In these situations, the involved agency patches to this "Law Enforcement" command channel which is monitored by all agencies so they can be aware and/or participate in the pursuit as it progresses. This is a great benefit of the unified structure of the SD RCS.

They also use this channel to broadcast BOLs (be-on-the-lookout for...)

ps. there are a number of threads covering CHP on RCS (right now only El Cajon as I understand).
