Just thought I would update this thread.
The SD Bureau of Information & Telecommunications has removed the manual from the link I posted earlier. The BIT of course it can do anything it likes; however, it posted the information on the Internet and provided the link to several of the state agencies so that these agencies could post the link on their web sites and the manual could be used by thier employees. Shortly after we posted the link on the
SD TRS web page they removed the manual from the Internet. Of course they did so without notifying any of the other state agencies hence those agencies now have a link which works as well as the one I posted. :roll:
Interestingly enough, they (the BIT that is) haven't even bothered to update thier own pages. The
State Radio Call Signs page of the BIT site contains a the same link to the dead page. :lol:
For some reason the BIT considers itself above public scrutiny. I am of the school of thought that if a govenment agency hides non-sensitive information, it does so because it has something else to hide. Public agencies should remember who they work for and that they answerable to the public they serve.
Removing the manual from the Internet is another of a string of incidents which show that the BIT staff is overly protective of information which does not deserve such protection. It makes me wonder what they fear the public might learn about the BIT by studying a training manual designed for use by any of the users of the State Radio System. Remember, lots of people who are not state, county or city employees use the State Radio System and for them there is no reference guide. These users can now stumble around pressing buttons and keying microphones at random and the BIT is responsible for any outcome that happens as they are now providing no training at all. :shock:
