SDR for federal band scanning

Is anyone here using a rtl dongle or hackrf for scanning federal bands? If so, what kind of software setup are you utilizing?

I've had poor/inconsistent luck using one of the scanner plugins for sdr# (**SDR# Plugins). Sometimes it stops when it should, stops when it shouldn't, it doesn't stop at all.

Edit: Just want to clarify, you don't need to be scanning federal bands per se, just multiple ones in one big pass (vhf, uhf, 700/800mhz interops, etc).

SDR# I have tried multiple plugins. For whatever reason sometimes certain ones work & then don't, if you update then it's a search to figure out which one works... I can't figure it out, just keep at it - sometimes wiping the install & starting over works also.
