Are you talking about using an SDR "dongle" to monitor a P25 Phase 2 simulcast system? If so then the answer is definitely YES.

OP25 on a Raspberry Pi works great. I know there are also Windows solutions but I don't use them myself so I'll let others who do answer you.

I use the Nooelec NESDR SMArt dongle with DSD+ on Windows and it works very well even on simulcast sites.

Based on my experience, I would say that doing a good job of demodulation / decoding of P1/P2 simulcast depends on software defined radio. This includes high-end subscriber units. You need the benefits of DSP and other techniques to optimize symbol synchronization, AGC, filters, etc.
