I dug into this when it popped up and could not make heads or tails of what the software even did, so I said as much in the Reddit thread.
His reply was super helpful as you can see even SDR-Blog even quoted his reply to me....

If you download it and get it to do anything, I'd like to hear about it.... It stills seem rather odd...
