SDRuno is designed to work with the SDRplay device aka RSP, it won't work with just any RTL-based stick aka "cheap USB TV tuner" without some effort involved - if you don't own an
SDRplay device then you're going to have to go through that extra effort to get it functional:
Because people always find a way and because SDRuno does support other SDR hardware by way of the ExtIO it does appear possible to get that application working with the low(er) cost RTL-based sticks that most of us have been using for a while now. Here's some instructions that might help:

I didn't even realize SDRuno could work with RTL-based sticks at all so, I just set it up myself using those instructions at that link I provided, took me all of about 2 minutes - the toughest part was finding the damned ExtIO DLL file since it's
not installed with the current v1.1 installer. You can get the ExtIO RTL DLL file here:
https://dl.dropboxusercontent.com/u/43061070/ExtIO_RTL2832.dll and copy it to the My Documents folder as instructed. Run the SDRuno.EXTIO.exe file using Administrator then click Start and then the RX button to get the main control panel up.
Seems to work fine here, now something new to play around with.
