Many things can be happening:

1) Your favorite lists are limited by service type.
2) Your favorite lists has a system that get locked on, and because it has lots of activity it will never get to the second favorite list with a different system.

jtwalker was well within their responses to provide some ground rules and mutual understanding so that we all can potentially get you the help that you need. Suggest that you do take up jtwalker's advice and read this: Easier to Read SDS100/200 manual.

Is your county system programmed into it's own Favorite List, or is it part of another Favorite?

Do you have Uniden Sentinel software on your computer with the favorites list used to program the scanner? If you don't, you can download and install the software for free. With the software, you will be able to read the scanner and we will be able to look to at your programming to check for errors and make the necessary corrections. Do you just listen to Page County and if you listen to Rockingham County, which of the 3 sites are you using?

I listen to page county and Rockingham counties I also listen to Shenandoah national park.i had the scanner progrmmed for me by a good friend of mine he has programmed at least 50 of these scanners. He done my dad's sds 200 and he monitors a lot more than I do with no problems.

When you "turn on one of your Favorites Lists", I presume that you are doing that via the "Set Scan Selection" entry in the scanner's menu. Turning on one or more Favorites lists, by themselves, would not affect what you are hearing from the main database (using your zip code & location) unless, in the process of setting one or more of them to be scanned, you are turning off the main database, whether accidentally, or purpose.
On the Select Scan Selection initial screen you have the option to turn all of your Favorites lists, plus the main database, on or off.

If you choose the 'Select Lists to Monitor', then you get a screen to select individual lists, as well as the main database, all on, or select individual items.

Yes it's picking up my county long as I don't turn on any of my other favorites lists

I can turn the main database on or off, without changing the status of any of my Favorites lists. If you select (or highlight) the main database, or one of the programmed Favorites, then press the E key, that toggles that list, or main database, On or Off. That's why I think you might be, even accidentally, turning off the database when you enable one or more of your lists.

If you get a "Nothing to Scan" message, see this Wiki page:

Install Sentinel, read the scanner, and post screen shots of the config, especially service types, and the favorites list.

I have the software download on my laptop at home.
When you get home, go to the File tab in Sentinel and click on Export to hpe file (Favorites List). You will need to zip the exported favorites list file to be able to attach it. Click on Attach files and open the zipped file. We will be able to look at the file that was used to program your scanner. If we don't see problems with the file, ir will have to be something to do with the profile or something you did with the scanner.

@brakeman67 Did you ever get it scanning correctly? I would create a FL for both main sites ( Valley and Page). Add the talkgroups into both FL's. Turn off all other FL's and turn the Full Database to Off. Anything in the Full Database you want to scan (Like Shenandoah National Park), you could create another FL for those. Then turn the Valley and/ or Page FL to on. It should work fine. You could also create FL's for Mountain and Feedstone, but they are on the western side of Rockingham.
