No. If it’s encrypted a scanner, any scanner, won’t un-encrypt it. It’s against the law to manufacture or modify a scanner, not to mention the added expense of adding the necessary hardware. It’s considered proprietary. The only way to legally do it is to obtain permission from the encrypted agency. With that in hand you could purchase a compatible, encrypted capable radio. I know of only one instance where a town official got permission from the police agency to purchase a compatible radio... it was due to budget concerns-the PD objected to paying for the additional radio.

I am wondering if this scanner can decode encrypted transmissions such as provoice encrypted ect
ProVoice doesn't mean encrypted. It's a digital format like DMR, P25, NXDN, etc. Encryption is a separate optional step done to digital radio that makes it unintelligible without the encryption key. But unless it is used, digital radio formats are easily scannable.
