Yes. For scanner purposes, you only put the receive, or output, frequency in. If your scanner decodes the tone (PL, DPL), then you put that in too. The input, or mobile frequency, is useful for either programming a two-way radio, or in the case of Texas DPS, the only way to hear the troopers talking to dispatch on Primary A and B is to enter the input, or mobile frequency into the scanner.
