I just read that having frequencies programmed in ascending/descending order vs. randomly, will result in a faster scan or search.

Is the display indicator speed of movement tied into the actual rate of scan/search, or is it fixed via hardware/firmware?

Your scanner will actually scan faster than the display can keep up with because of the refresh rate of the LCD. So don't think what you are seeing is the actual speed that scanner is scanning.
