Discovered 1102 on the P25, something about chief of staff and then said the name of the individual that I couldn’t make out. Not sure what this is, could be something revolving around the mayors office.

Edit: it’s calling different chief of staffs and just identified itself as an OEM channel. Also calling all the Car 1s. Think this is commissioner alert.

I'm hearing TG 10307 a lot today. Sounds like Parks special event of some type. On the P25 UHF system.
Good catch, Bob. I have been wondering why the gap on the P25 system after moving over the TGs from the UHF system. Now if we can figure out the other open spots.

Further info on TG 10307. I just listened to quite a few recordings of this TG. A lot of talk about Field # this and field # that (Field 31 for instance), and different parks that seem to pertain to the Randalls Island Park facility. A lot of very casual QSO's.

OK new developments. Yes I am pretty far from the city but with my antenna setup and sensitive SDS100, I never had a moment in time where I was unable to hear the DOITT systems, either the UHF Motorola system, or the UHF and 700mhz. P25 systems. But, the past day or maybe more (I don't always have it in the scan lineup), the Analog DOITT UHF system has been quiet. I checked my recordings from the whole day, and nothing. However, another Control Channel is now also active on the system, at the same time the analog control channel is running. The control channel is 483.39375, which yes is dedicated as one of the CC's for the system. But it is in the P25 mode! The system ID is 3A8, which is the ID of the DOITT P25 system. Also, the site ID is 31. The NAC is 3A3. I heard some activity on it tonight. Radio Testing using the Radio Ops 4 Talkgroup.
But where did everything go from the Analog system? I'm getting the control channel at my normal -95 to -100db signal.

The UHF analog system is back up and running. Same Control Channel 483.51875. I locked out the P25 control channel. I'm wondering if the radio was hitting that one first and using the P25 CC as the main one and that is the reason why I was not receiving anything. Once I locked it out, only the analog CC is being looked at now. Something to remember when you leave all 4 possible control channels scanning.

There are currently two P25 UHF sites on the air, in addition to the SmartZone UHF site. It's unclear as to what the purpose of this new Site 31 is.

Yes heard some testing on the site 31 last night. About the same signal strength as site 30 at my location.

Now that I'm actually awake and thinking, this makes perfect sense. An ASTRO 25 system can have up to 30 repeaters per simulcast cell, however when you add Phase II TDMA into the mix as the DoITT 3A8 system is, you run into some practical limitations. Specifically, each simulcast cell is limited to 36 simultaneous voice transmissions, which equates to 18 repeaters/frequencies, plus one repeater that's operating as the control channel at any given point in time.

Since DoITT had around 24 frequencies that made up the UHF SmartZone cell, 12 of which are already made part of Site 30 of the P25 system, it makes sense to use the remaining 12 frequencies as part of the new Site 31. That would equate to 1 control + 22 traffic channels per site.

I wouldn't be surprised to see them segregate public safety on one cell and public works on the other cell.

What would I hear on channel 22? If it’s boarding vessels and stuff then yes
Yes Marine channel 22 (157.100) is active, but the talkgroup that repeated it on the DOITT P25 UHF system, 12729, has not been active since 10/28/2020. I first heard it on the 700 mhz. P25 system being tested on 10/16/2020 as you can see from my proscan loggings below.

519 on P25 sounds like FDNY Operations, a Battalion was calling Marine 9 "on the 800 mhz"
