If I were to search for any federal agency. What freq range would you suggest? Such as 400, vhf uhf..I've tried to search big steps. But I get a lot of buzzing on certain freq. I live in Shreveport Louisiana. Thanks

Rural, I would check vhf, uhf if city area. Probably will be digital, p25 , most like encrypted though som e in the clear does show up. Buzzing on certain frequencies, you might be in analog mode and need to check digital, or search in auto mode, and let the scanner detect the audio type.
