I am setting up a scanner here in Portland for a friend who sometimes drives to Seattle.
He only monitors FIRE.
1. Which simulcast site is best to monitor, or should I put in alll 3?
2. When will they re-band? (I don't know is a perfectly good answer)
3. Is this list of Talk Groups OK? Should some be added or are some never used and can be deleted?

Dick, I would suggest putting all 3 simulcasts(King County/ValleyCom, Seattle, and EPSCA)...as far as talkgroups you got all if not most of the main dispatch and tac's. Rebanding hasn't occured...yet.

Thanks. I plan to put all 3 sets of control channels in the same bank. Theoretically, it should work OK, but in the real world you never know.

Generally you would use 3 banks since all 3 SC zones are usable in a lot of areas in the puget sound. You can pour them into 1 bank if the "blank space rule" will let them operate as 3 systems.

anyone have a win 500 file for Seattle

I have found using someone else's file is more bother than it's worth.
Either they have stuff that I don't want or they don't have stuff I do want, so it's easier to copy the list of talk groups then delete the ones I don't want.

I'd like to trim down the list of fire talk groups. Can someone tell which of these are seldom, if ever used?

Did you program your friends scanner with the 3 Simulcast CC's for King County/Seattle? For what it is worth, I used to have a BC-T15 (someone else decided they wanted it more than I did) and in playing with it and not wanting to bring up different sites as moved thru the area, I programmed in all 3 CC's for the system (851.8125, 868.775 and 868.175) into one Site on the scanner. I set the delay to "0" and as I traveled from the east side of the county where I live, into Seattle to work and back, when it lost one CC, it would jump to the next one it received fairly quickly. Actually, I put all the main CC's and the alternates in too. It worked pretty well with little fuss and you will receive about 90% of the traffic from one system to the other.
