Just about any CB/10 meter ground plane antenna mounted on a 10' stick of conduit would work for you.
Don't forget about lightning protection.

Not a good idea to run much power in multi family situation. If you do, you'll get to meet your neighbors most likely. Ask me how I know!

What about if I have attic access
Height will help, but getting it outdoors will be best. I understand that it will be landlord dependant, but it would be marginally better than it being the same room with you.

Biggest issue there will be the roofing material & structure over it.

Gosh I wish I could just mount it on the deck railing lol at 2500 feet you’d think I’d pick up something

@ 2500 ft the ol' Chicken Band would come screamin' in!
Yeah I have a clear view of PA and Maryland.. I just don’t know what antenna to mount on a wooden deck railing.. No power lines decks about 6-7 door wide so railing wouldn’t be close to apartment

Anything that doesn't require a groundplane, and that can be 'temporarily attached' with a couple of pipeclamps would be my best place to start.

See my post #2.
For example, Solarcon Antron A99 with ground plane kit... no personal experience but CBers have been using them for years.

I was looking at a workman Saturn b100 deck mount too
Complete piece of junk, avoid that one, your range will be measured in yards instead of miles. Can you get away with an 18ft tall antenna? If so the A99 mentioned above or some of the other no ground radial full 1/2 wave antennas will work fine.

So get sith the ground planr kit can I mount on pvc pipe on the deck?
I don't think you need a ground plane kit on an A99, technically it makes it better but you may not notice any difference. What is your deck railing made of? You should be able to make something that clamps to it without damaging anything. If its wood you could mount a short mast to a 2X4 and C clamp that to the rail. If its metal you can set a short mast against a vertical member and use hose clamps. Or move your still to the deck and mount the antenna to that. Just use your imagination.
