Sending PMs as a new user

Hi guys,

Do new users have to wait until after their first 4 posts to send a PM to another user. I'm new to the hobby, working a pretty tough p25 Phase II system in Oxford, MS and I am so close to zeroing in on it I can taste it. I've got a user from my area who commented on one of my forum posts asking me to send them a pm. When I go to their RR profile and click send private message it says I don't have access to that function. Any help would be appreciated!
